Khalid Al Mughesib
Special Advisor to the CEO of Qatar Financial Centre

Khalid Al-Mughesib is a Qatari esteemed visionary professional in Healthcare & General Insurance management. Has been appointed as an Advisor to H.E. Minister of Public Health & as Director of Health Financing and Insurance Department (HFID), MoPH starting Nov 2016 to date on a secondment basis from QFCA handling multiple projects during which Served as well on a secondment for Prime Minister’s office as advisor in the PPP office from 1/1/2020 till 31/12/2020.
He also serves as a secondee in the Ministry of Finance (MoF) from May-2014 till Nov 2016 as an Advisor at the Minister’s Office then as Director of Tax Department, as well he holds the position of Insurance Advisor to QFCA-CEO and was in-charge as Vice Chairman to the National Health Insurance Company. He held post of Deputy CEO, Board Member, Qatar Insurance Services (Qatarlyst) a QFCA company in 2010 with offices in Doha, Dubai and London and led a successful divestment process in a way of sale to an international firm. Furthermore, he worked at Qatar Energy (Formerly Known as Qatar Petroleum) and contributed in establishing AlKoot the first insurance & reinsurance Co Captive in 2004 as well as serving as General Manager to Al Jaser Takaful, a Qatari Bahraini Insurance Joint Venture.
With his immense knowledge and experience of more than 30 years in local, regional, and international insurance domain expertise, he has enabled setting-up the cornerstone by creating opportunities and several business dynamics for Qatar’s Healthcare Insurance & Finance Industry through introduction of Mandatory Health Insurance proposal & Law and establishing & leading QP Health Insurance Schemes managing a portfolio of 70 K lives. He holds the prestigious Certificate in Insurance Practice from the Chartered Insurance Institute (CII), UK, he is also a member and Ambassador of International Insurance Society (IIS), New York and Executive MBA (EMBA) from HEC Paris.
